Carl Benbow is the Founder and Chief Executive Officer of Synergistic Agility, a management and technology consulting firm dedicated to helping federal agencies modernize operations, strengthen governance, accelerate digital transformation, and deliver mission outcomes through innovative business and technology solutions.

With more than two decades of experience leading enterprise transformation initiatives, Carl has advised federal executives, program leaders, and delivery organizations on Agile transformation, portfolio management, organizational modernization, workforce development, managed services, and enterprise technology strategy. His work spans large-scale modernization programs supporting the Centers for Medicare & Medicaid Services (CMS), where he has helped organizations improve governance, align strategy with execution, strengthen program management offices (PMOs), and develop high-performing Agile organizations.

Throughout his career, Carl has successfully led initiatives involving enterprise infrastructure modernization, Lean Portfolio Management, Agile operating model design, executive coaching, organizational assessments, workforce transformation, and performance management. His experience includes supporting multi-million and multi-billion-dollar federal programs as both a prime contractor and trusted subcontractor alongside leading federal integrators.

Recognizing that successful modernization requires more than technology, Carl has become a strong advocate for building organizational capability. He has designed and delivered workforce transformation programs that have trained more than 450 federal employees in Agile leadership, Product Management, Scaled Agile Framework (SAFe®), Agile for Government, cloud computing, and emerging Artificial Intelligence (AI) technologies. His programs have helped government leaders strengthen internal capabilities, improve contractor oversight, and build sustainable modernization practices.

As an entrepreneur and technology innovator, Carl is also leading the development of AI-powered platforms that help organizations improve strategic planning, opportunity management, proposal development, workflow automation, and enterprise decision-making. His vision is to combine artificial intelligence with practical consulting experience to create intelligent solutions that help agencies and organizations make faster, more informed decisions while reducing operational complexity.

His expertise includes Human-Centered Design, User Interface (UI) strategy, instructional design, brand management, digital communications, and customer experience.

Throughout his career, he has partnered with government agencies, Fortune 500 companies, higher education institutions, startups, and nonprofit organizations to develop enterprise branding standards, modernize digital experiences, and create communication strategies that improve engagement and adoption. Sahim is passionate about designing solutions that balance business goals, accessibility, and user needs to drive meaningful organizational outcomes.
